Post subject: Repaired: Control Panel will not open Windows Vista Posted: Sat Oct 31, 2009 5:28 pm |

Issue: The control panel flashes when you open it and most of the tools cannot be accessed from the start menu or the control panel. Possible Problems: Either 1. Windows is running is reduced functionality mode. It believes that the copy of Windows that is installed in the computer is not genuine. OR 2. The Software Licensing service is not running or is stuck. Pre-Requisites:1. Intermediate computer navigation skills. 2. Product license key for Windows. 3. Working keyboard and mouse. 4. Basic skills for Windows services. 5. Microsoft Windows Vista. 6. Intermediate computer terminology. 7. An active Internet connection. Notes:There are three repairs listed here: Extreme Techinese:1. Restart the software licensing service. If that doesn't resolve the issue, continue. 2. Open System Properties via Explorer. 3. Change the product key to yours. 4. Reactivate Windows if it didn't do it automatically. 5. The issue should be now resolved. Standard Techinese:1. Open up Services in the Computer Management console. 2. Find the Software Licensing Service and restart it. If that doesn't resolve the issue then continue. 4. Navigate to the control panel but do NOT click on control panel. Click the arrow next to control panel to expand the sub-menu. 5. Click on the system. It will open. 6. Change the product key to yours. 7. Reactivate Windows if it didn't do it automatically. 8. The issue should be now resolved. Step by step repair:Notes:a. The very first thing we are going to attempt is to restart what is called the Licensing Service in Microsoft Windows Vista. If this resolves the issue you can stop there. If this does not resolve the issue then continue on to the next step. b. We will be utilizing the word click. Whenever we mention the word click, this will always mean a left click. If we would like you to right click, we will specify a right click. So if we say double click it means two left clicks. 1. Click on Start. This will open the start menu. 2. Right click on Computer and a drop down menu will appear. 3. From the drop down menu click on Manage. This will open up the computer management console. The console may not open in front of you. You may have to find it on the taskbar below. 4. Once you have the computer management console open, on the left hand side click Services. This will be listed under Services and Applications so a click to the triangle next to Services and Applications to be able to see Services may be a necessity. Once Servi es is clicked a list of all available services will be in the right hand column. 5. Scroll down on the services column on the right hand side of the computer management console until Software Licensing is reached. This list is in alphabetical order. 6. Click on Software Licensing. Clicking on Software Licensing will highlight it blue. 7. In between where Services was originally clicked and Software Licensing highlight starts there is a column where it should now be seen Stop the services and Restart the service. Click on restart the service. 8. After the service restarts, click on Start then click Control. If the issue is resolved you can stop. If the issue is not resolved please continue. 9. We are going to open Explorer now. We do this by right clicking on the start menu. Once a right click is performed on the start menu, a drop down menu will appear. 10. From the drop down menu, click Explore. This will bring up the Explorer function in Windows. 11. The Explorer window will more than likely start on Start Menu. This is not where we want to be. There are two columns in Explorer. A left column and a right column. Both columns can and probably do have a scroll bar. We are going to be utilizing the scroll bar for the left column. Scroll to the bottom or until Control Panel is seen. Do NOT click on Control Panel. 12. Now that Control Panel has been found, we want to expand the contents contained within the Control Panel by clicking on the arrow next to Control Panel. Click on the arrow next to Control Panel to expand the contents. 13. Now that the contents for Control Panel are showing, once again scroll down if necessary until System is seen. Once System is seen, click on System. This will bring up the System Properties and the window where we want to be. 14. From the system Window, scroll down and click on Change Product Key. This will open up the Change Product Key wizard. 15. Type in Your Product Key and click Next. 16. Windows should automatically activate. If it doesn't activate, click on the Activate Windows link. 17. The issue should now be resolved. Click on Start. Click on Control. Control should now open. Windows is no longer running in reduced functionality mode.
